Dear Mr. Dalston:
It gives me great pleasure to notify you formally that at .t he 32nd
Annual Meeting of tbe National Council, Boy Scouts of Amerioa, held in
St. Paul, May 15th and 16th, you were unanimously re-elected as a Member
at Large of the National Council, Boy Scouts of America..
Our meeting in St. Paul was an outstanding success. From everywhere
we have received enthusiastic comments attesting to the values of the
various sessions and especially the group discussions. All were largely
attended and revealed evidenoe of intelligent understanding of the many
outstanding problems of the Boy Scouts of America and our magnificent·
opportunity for service to our country in its all-out War Program. The
splendid messages from President Head, Dr. Howard McClusky, Bishop Sheil
e.nd Governor Stassen, as well as others, were most stimulating.
You have received a copy of SCOUTING giving you an account of the
Annual Meeting sessions. Attached is a copy of & very -e ncouraging letter
from the President of the United States.
You will be glad to know that we are receiving many fine letters ot
appreciation from Government authorities for services being rendered by
Soouts in the War effort.
It will be a pleasure to receive from you at any time suggestions or
comments on any phase of Scouting.
Yours for Viotory through Unity and Work

EXTRACTS FROM CONSTITUTION
ARTICLE II-PURPOSE:

OF BOY SCOUTS OF AMERICA

CHARACTER BUILDING-CITIZENSHIP

TRAINING

The purpose of this corporation is as set forth in the original certificate of incorporation under the laws of
the District of Columbia, dated February 8, 1910, and restated in Section 3 of the Charter granted by Congress
June 15, 1916,as follows-"That the purpose of this corporation shall be to promote, through organization,
and cooperation with other agencies, the ability of boys to do things for themselves and others, to train them
'in Scoutcraft, and to teach them patriotism, courage, self-reliance and kindred virtues, using the methods which
are now in common use by Boy Scouts," by placing emphasis upon the Scout Oath and Law for character
development, citizenship training and physical fitness.
GRANTING COMMISSIONS AND CERTIFICATES OF MEMBERSHIP
The Constitution and By-Laws of the Boy Scouts of America authorize commissions and certificates of
membership only to those who subscribe to the Scout Oath and Law (as printed on other side), the Declaration of Religious Principle and its Constitution and By-Laws.
ARTICLE III-DECLARATION

OF RELIGIOUS PRINCIPLE

"Section I-The Boy Scouts of America maintains that no boy can grow into the best kind of citizenship
without recognizing his obligation to God. In the first part of the Boy Scout's oath or pledge the boy promises,
'On my honor I will do my best to do my duty to God and my country, and to obey the Scout Law.' The
recognition of God as the ruling and leading power in the universe, and the grateful acknowledgment of His
favors and blessings, are necessary to the best type of citizenship, and are wholesome things in the education of
the growing boy. No matter what the boy may be-Catholic or Protestant or Jew-this fundamental need of
good citizenship should be kept before him. The Boy Scouts of America therefore recognizes the religious
element in the training of the boy, but it is absolutely non-sectarian in its attitude toward that religious training. Its policy is that the organization or institution with which the Boy Scout is connected shall give definite
attention to his religious life.
"Only men willing to subscribe to this declaration of principle shall be entitled' to certificates of leadership
in carry:ing out the Boy Scout Program."

If we are g oing t o have a n y additiona l Troops o rgani z ed e. nd re g istered before the first

Wha t ci istricts in t he Cow1cil could h a ve, but do not now ha ve a Troop for

do t o i ncrea se the meillbership of our pr esent troop s to a t lea st 24 boys per troop ?
Would a big unnual meeting of the hegro le<.c ders c.. bo_ut J a nU&l'Y l uth with go..:t lS set

this f a ll a rnl vi inter that would make boys more intensively desire to be sco uts and
