Dear Scouter:

1954 has been an outstanding year in Scouting. Tho
Council has shown a remarkable growth ~ moreover, the results
obtained in the entire Scouting program have been most encouraging.
The Reports of the various Operating Committees will
indicate in some measure the real progress made during the year.
The fine job done by our Sustaining Membership Committee in raising over $ 10 1 000,00 in Sustaining Memberships has
made it possible for the Council to serve more boys and to carry
on the many worthwhile activities,
Credit for the accomplishments made this year is due
to the volunteer leaders of the Council, the Districts and to
the Professional Staff who have worked hard and faithfully to
bring about the desired results,
Again I would like to personally express my deep appreciation . to each and every person who has contributed to the
continued progress made in serving youth in Chickasaw Council's
area,

R, D. Fuller,
President,

REPORT OF COUNCIL ADVANCEMENT

COMMITTEE

The Council Advancement Committee in submitting this report wishes to take the
opportunity to thank all members of the Executive Board1 District Organizations
Professional Staff and Scouters for their understanding cooperation during the
past year,
Sincere effort has been made to uphold and accent the ideals of the Boy Scouts
of America, to coordinate policies, plans, and activities with those of the
National Council,
A reorganization of the Merit Badge system was deemed essential by the
Committee due to the numerous abuses and misunderstandin gs that were investigated, For this reason various ideas were studied culminating in the adoption
of the plan of the National Council involving investigation, registration, and
training of Merit Badge Counselors,
A complete
including
has been
Leaders as

advancement manual fully explaining all phases of Troop Advancement
stress on proper ceremonies for recognition and Committee procedure
compiled with efforts made to get copies in the hands of all Troop
well as Committee Chairmen. -

This makes for a coordinated program throughout the Council, eliminating much
lack of understanding, disagreement, disappointments , etc.
Being in loose leaf form it is hoped that future Advancement Committees will
from time to time, issue new and timely supplements including a section of Explorer Advancements which is most certain!y needed.
Quarterly reports of boy advancement have been provided to DistrictAdvancement
Chairmen, these were broken down by units with a card advice system so that
each Unit Leader and his Committee would know the overall progress of his Unit
and the District Advancement Committee could place their efforts on bolstering
the weak units.
We, your Council Advancement Committee for 1954, respectfully present attached
copy of the advancement statistics compiled for the year through November 24,
for your consideration,
Your Committee prayerfully requests the full cooperation of all Scouters in
Chickasaw Council with the new Advancement Committee in the continuation as
well as expansion of this program, dedica ted entirely to the development of our
boys, the future Citizens, businessmen and leaders of our nation's destiny.

CAMPING AND ACTIVITIES COMMITTEE
During the past year it was the aim· of the Committee to oarry through on a
program which would fit all age groups - Cubs, Scouts, Explorers - and to
establish such procedures as would develop good program in the Units, Activities held on a Council or District level inolude Boy Scout Week, Exposition and Arena Show, Kite Derby, Cub-0-Ree, Camp-0-Ree, Rendezvous,Explorer Opossum Hunt, Good Turn Day, Clean-Up, Paint-Up, Fix-Up Parade, and
Fire Prevention Week,
Your Committee feels that the Unit Leaders have done an outstanding job &
are to be congratulated on their fine accomplishment in leading their boys
into the great out-of-doors, We are proud to sgy that more Units have gone
to camp under their own Leadership this year than ever before. We feel that
you will be very gratified to know that oamping is on the upgrade inChickasaw Council and that more boys are participating each year,
Your Committee feels that everyone in the @ouncil is indebted to the Firestone Tire & Rubber Company for ma.king the beautiful color slides of Kamp
Kia Kima which are being used throughout the Council to promote camping,
Interest in camping at Kamp Kia Kima is shown by the fact that 14 Units
have already made reservations for 1955.
Splendid progress was made in 1954 in bringing Units to camp under their
own leadership, which is the Scout wgy of camping, 58 Units attended Long
Term Camp under their own leadership which is a 28,8% increase over 1953.
There were 6,519 Scouts attending camp at Camp Currier during 1954 which
is an increase of 90 over 1953.
During 1954 there were 1059 different
Scouts attending the summer camps which is an increase of 56 Scouts over
1953. Chickasaw Council had 8,649 Scouts attending one of the camps or had
a camping experience on a site other than the Council operated camps during 1954. This is a gain of 279 Scouts over the past year.
Fourteen Units qualified for the certificate of merit awarded by the U. S,
Department of Agriculture and the Department of the Interior for achievement in conservation during 1954 Conservation Good Turn,
Your Committee is truly proud of the new dinning hall which was built at
Kamp Kia Kima this year,
This dinning hall can seat 250 Scouts and is
modern and well equipped with walk-in refrigerator, and automatic dishwasher,
With the increase in the number of new units, the help of the Commissioner
Staff, Order of the Arrow, and the Camping Filmstrips, Camping and Scout
activities should increase tremendously in 1955.

FINANCE COMMITTEE
Chickasaw Council is entirely free of debt, as it has been the policy for
many years to spend only.those funds which were in hand.
The job of the Finance Committee is three fold. First, building the budget: second, developing sources of income and third, supervising expenditures of all Council funds,

I .

:I
II
I,
!

I

I

For the first time, this yoar, the budget was built in a budget conference
which made possible a budget in keeping with the growth and needs of the
Council.
The Sustaining Membership Program assisted the continuation of a high
quality program to the boyhood of the Council area. In order to maintain
the quality of the Scout Program and extend Scouting to more boys,it will
be necessary to secure additional financial support in the years ahead. At
the present time our sources of income for operating budget are: Memphis
and Shelby County Community Chest, independent campaigns in Crittenden
and Mississippi Districts, Sustaining Memberships, interest on endowments
and Capital funds, tribute (Memorial) funds and appropriations from funds
raised by Council activities,
Our books of account are audited by Peat, Marwick, Mitchell and Co., Certified Public Accountants. Expenditures are made in accordance with budget allocations made by the appropriate Operating Committee and approved
by the Finance Committee and Executive Beard,
HEALTH AND SAFEI'Y COMMITTEE
The function of the Health and Safety Committee overlaps those of other
Operating Committees of the Council.
The fine cooperation of 'those
other Committees and of the individual Unit Leaders in the Council have
contributed materially to the Health and Safety Program.

'

I
I

'

!
'

Members of the Health and Safety Committee individually inspected our
camps during their eperation and found several sanitation problems
which were immediatly corrected or are currently in the process of construction,
Through the close cooperation of parents, leaders and the medical examiners, 100% of the b~ys and men attending our Council camps received
medical examinations prior to and re-exams upon arrival at our camps.

LEADERSHIP TRAINING COMMITTEE
During 1954, your Training Committee has continually worked toward a goal
of training every top Unit Leader. to do a more effective job with our
boys, This goal is a real challenge since the annual growth in new Scouting Units plus changes in leadership in older Units affects our percentages.
In addition to top Unit Leader Training other courses have been given
such as Patrol Leaders! Conferences,Den Chiefs' Conferences, Roundtables,
a Cubbers Pow-Wow, Initial training in new Units and Specilized Training Events.
This year for the first time since 1948, the Advanced Scout
Of special note is the Den Mothers' Workshop
Leaders' Course was given.
held in cooperation with Goldsmiths' Department Store.
Over 250 Den
Mothers' shared this grand experience.
A similar Workshop for Negro Den
Mothers! will begin in January 1955.
Our progress toward our goal compared to 1951, 1952, and 1953 is given below. This is the percent of Top

Your Training Committee looks forward to 1955 as a year in which we can
make a real contribution to boyhood through the Training and Coaching of
our Unit Leadership.
To the Training Committee and the members of the
training teams in the districts there is nothing more important in the
operation of the Council than the training of men who are leading boys.
You cannot teach someone something you do not know anymore

Dear Scouter:
1954 has been an outstanding year in Scouting. Tho
Council has shown a remarkable growth ~ moreover, the results
obtained in the entire Scouting program have been most encouraging.
The Reports of the various Operating Committees will
indicate in some measure the real progress made during the year.
The fine job done by our Sustaining Membership Committee
in raising over $ 101 000,00 in Sustaining Memberships has
made it possible for the Council to serve more boys and to carry
on the many worthwhile activities,
Credit for the accomplishments made this year is due
to the volunteer leaders of the Council, the Districts and to
the Professional Staff who have worked hard and faithfully to
bring about the desired results,
Again I would like to personally express my deep appreciation
. to each and every person who has contributed to the
continued progress made in serving youth in Chickasaw Council's
area,

President,
REPORT OF COUNCIL ADVANCEMENT COMMITTEE
The Council Advancement Committee in submitting this report wishes to take the
opportunity to thank all members of the Executive Board 1 District Organizations
Professional Staff and Scouters for their understanding cooperation during the
past year,
Sincere effort has been made to uphold and accent the ideals of the Boy Scouts
of America, to coordinate policies, plans, and activities with those of the
National Council,
A reorganization of the Merit Badge system was deemed essential by the
Committee due to the numerous abuses and misunderstandings that were investigated,
For this reason various ideas were studied culminating in the adoption
of the plan of the National Council involving investigation, registration, and
training of Merit Badge Counselors,
A complete advancement manual fully explaining all phases of Troop Advancement
including stress on proper ceremonies for recognition and Committee procedure
has been compiled with efforts made to get copies in the hands of all Troop
Leaders as well as Committee Chairmen. -
This makes for a coordinated program throughout the Council, eliminating much
lack of understanding, disagreement, disappointments, etc.
Being in loose leaf form it is hoped that future Advancement Committees will
from time to time, issue new and timely supplements including a section of Explorer
Advancements which is most certain!y needed.
We, your Council Advancement Committee for 1954, respectfully present attached
copy of the advancement statistics compiled for the year through November 24,
for your consideration,
Your Committee prayerfully requests the full cooperation of all Scouters in
Chickasaw Council with the new Advancement Committee in the continuation as
well as expansion of this program, dedicated entirely to the development of our
boys, the future Citizens, businessmen and leaders of our nation's destiny.

CAMPING AND ACTIVITIES COMMITTEE
During the past year it was the aim· of the Committee to oarry through on a
program which would fit all age groups - Cubs, Scouts, Explorers - and to
establish such procedures as would develop good program in the Units, Activities
held on a Council or District level inolude Boy Scout Week, Exposition
and Arena Show, Kite Derby, Cub-0-Ree, Camp-0-Ree, Rendezvous,Explorer
Opossum Hunt, Good Turn Day, Clean-Up, Paint-Up, Fix-Up Parade, and
Fire Prevention Week,
Your Committee feels that the Unit Leaders have done an outstanding job &
are to be congratulated on their fine accomplishment in leading their boys
into the great out-of-doors, We are proud to sgy that more Units have gone
to camp under their own Leadership this year than ever before. We feel that
you will be very gratified to know that oamping is on the upgrade inChickasaw
Council and that more boys are participating each year,
Your Committee feels that everyone in the @ouncil is indebted to the Firestone
Tire & Rubber Company for ma.king the beautiful color slides of Kamp
Scouts attending the summer camps which is an increase of 56 Scouts over
1953. Chickasaw Council had 8,649 Scouts attending one of the camps or had
a camping experience on a site other than the Council operated camps during
1954. This is a gain of 279 Scouts over the past year.
Fourteen Units qualified for the certificate of merit awarded by the U. S,

Your Committee is truly proud of the new dinning hall which was built at
Kamp Kia Kima this year, This dinning hall can seat 250 Scouts and is
modern and well equipped with walk-in refrigerator, and automatic dishwasher,
With the increase in the number of new units, the help of the Commissioner
Staff, Order of the Arrow, and the Camping Filmstrips, Camping and Scout
activities should increase tremendously in 1955.

FINANCE COMMITTEE
Chickasaw Council is entirely free of debt, as it has been the policy for
many years to spend only.those funds which were in hand.
The job of the Finance Committee is three fold. First, building the budget:
second, developing sources of income and third, supervising expenditures
of all Council funds,
For the first time, this yoar, the budget was built in a budget conference
which made possible a budget in keeping with the growth and needs of the
Council.
The Sustaining Membership Program assisted the continuation of a high
quality program to the boyhood of the Council area. In order to maintain
the quality of the Scout Program and extend Scouting to more boys,it will
be necessary to secure additional financial support in the years ahead. At
the present time our sources of income for operating budget are: Memphis
and Shelby County Community Chest, independent campaigns in Crittenden
and Mississippi Districts, Sustaining Memberships, interest on endowments
and Capital funds, tribute (Memorial) funds and appropriations from funds
raised by Council activities,
Our books of account are audited by Peat, Marwick, Mitchell and Co., Certified
Public Accountants. Expenditures are made in accordance with budget
allocations made by the appropriate Operating Committee and approved
by the Finance Committee and Executive Beard,
HEALTH AND SAFEI'Y COMMITTEE
The function of the Health and Safety Committee overlaps those of other
Operating Committees of the Council. The fine cooperation of 'those
other Committees and of the individual Unit Leaders in the Council have
contributed materially to the Health and Safety Program.
Members of the Health and Safety Committee individually inspected our
camps during their eperation and found several sanitation problems
which were immediatly corrected or are currently in the process of construction,
Through
iners,
medical
the close cooperation of parents, leaders and the medical exam-
100% of the b~ys and men attending our Council camps received
examinations prior to and re-exams upon arrival at our camps.

LEADERSHIP TRAINING COMMITTEE
During 1954, your Training Committee has continually worked toward a goal
of training every top Unit Leader. to do a more effective job with our
boys, This goal is a real challenge since the annual growth in new Scouting
Units plus changes in leadership in older Units affects our percentages.
In addition to top Unit Leader Training other courses have been given
such as Patrol Leaders! Conferences,Den Chiefs' Conferences, Roundtables,
a Cubbers Pow-Wow, Initial training in new Units and Specilized Training
Events. This year for the first time since 1948, the Advanced Scout
Leaders' Course was given. Of special note is the Den Mothers' Workshop
held in cooperation with Goldsmiths' Department Store. Over 250 Den
Mothers' shared this grand experience. A similar Workshop for Negro Den
Mothers! will begin in January 1955. Our progress toward our goal compared
to 1951, 1952, and 1953 is given below. This is the percent of Top
Unit Leaders (Cubmasters, Scoutmasters, and Explorer Advisors) with Basic
Training. ·
