Have formal applications for affiliation been filed with the National Council, for each?
NoTE: Formal affiliation should be applied for by a community only when such affiliation will make possible
greater service to the community by the local council. If the service can be given just as effectively without formal
affiliation then there should be no affiliation. A local council should not accept the affiliation of a community at such a
distance as to make difficult proper supervision by the council of the work in that community or which would necessitate considerable traveling by the boys in that community.
NoTE: Experience has demonstrated that in a territory having a population of 100,000 or more, or in a county,
or larger area, the best results can be secu~hrough some form of disti~anization under the local council.

of serving your council and helping you to create and maintain proper standards of efficiency.
Please see that this report is forwarded to the National Council NOT LATER THAN JANUARY
31st, 1924, and as much earlier as possible, so that your charter for 1924 may be issued without delay.
Please answer EVERY QUESTION and give EXACT FIGURES AND DATA. Estimates should

Dear Friend: Your attentio n is called to an error in the
printing of the local council annual report blank,

on Dec. 31, 1923. 11 The sixth column, namely, the one
just to the right of the doulJle vertica l line, should
